Publikace předkládá krátkodobá a střednědobá doporučení, odpovídající politickým trendům v rámci států Východního partnerství. EU by měla být schopna tato doporučení představit skrze revizi vlastních nástrojů na podporu demokracie, a to zejména v rámci Evropské politiky sousedství a hodnocením Evropských nástrojů sousedství.
