Upozorňuje na problémy s vyhýbáním se daňovým povinnostem a hospodářskou soutěží vyplývající ze závislosti na nehmotném majetku a vzniku vysoce ziskových digitálních obchodních modelů. Zaměřuje se na snahy o řešení těchto problémů na úrovni OECD, EU a jednotlivých států.
