Policy Paper | Quo Vadis? Ensuring fair taxation in the digital economy

In her policy paper, our Junior Researcher, Silke Maes, discusses the challenges posed by the increasing digitalization of the economy to tax systems. It highlights the problems of tax avoidance and competition arising from the increasing reliance on intangible assets and the emergence of highly profitable digital business models. The paper focuses on the efforts made at the OECD, EU, and national levels to address these issues.

Commentary from our researcher Klára Votavová: The publication of the government's package for the recovery of public finances was preceded by several familiar claims about the exuberant Czech state and high taxes. After weeks of negotiations, Petr Fiala's government announced that it intends to save approximately 20 billion crowns on state operations and salaries for years 2024 and 2025. It is not yet clear who will be affected by the investigation and whether it will be in the form of layoffs or salary cuts for civil servants.

The car industry is a crucial player for the economies of each Visegrad country, but to remain competitive adaptation is necessary. Since the shift from ICE to EVs leads to a substantial need for Critical Raw Materials (CRM), the V4 countries have and must continue to position themselves along the different parts of the EV battery supply chain from mining, refining to manufacturing, reuse and recycling as well as R&D into new battery chemistries. EcoFin - the two-day meeting will focus on the economic impact of the war in Ukraine, but also on reforms of the tax system. Our research fellow Michal Hrubý is quoted in an article by iDnes.cz, which reports on the wave of emotions among motorists brought about by the recent approval of a ban on the sale of new cars and light commercial vehicles with internal combustion engines by the European Parliament. The German magazine Focus has come up with a series of proposals for politicians in this context, dominated by the message: 'There is no reason to subsidise electric cars, but rather to tax them'.
