Evropská komise ve své hodnoticí zprávě doporučila lídrům zemí EU zahájit přístupová jednání s Ukrajinou, o čemž mají rozhodovat na zasedání Evropské rady v polovině prosince. Přijetí tak velké země navíc sousedící s Ruskem by ale pro EU znamenalo potřebu vnitřních reforem, aby mohly být zahovány principy, na nichž Unie dnes funguje.
