Article 7 has been triggered against Hungary for many years, but it is going nowhere. Unanimous agreement is needed from all EU Member States, except Hungary. I doubt that this will ever happen, says Viktor Daněk, deputy director of EUROPEUM.

If it had happened, it would have been a diplomatic war against Hungary. Hungary could retaliate elsewhere, for example by exercising its veto power at the European Council, where Viktor Orbán continues to sit.
Instead of sanctions in the form of curtailing voting rights, more and more European states will bypass Hungary by forming ad hoc coalitions. They have no other option. If an agreement on the platform of the European Union is not possible because a Member State abuses its veto, then the Member States must agree at another multilateral level.
