Moldova's progress is difficult to predict, but realistically it cannot be expected to join the EU at the same time as Montenegro. Moldova is significantly behind by European standards and only at the beginning of the EU accession process. This was made clear in last year's European Commission progress report and similar conclusions are expected this year.
