We need an overall change of approach to the adoption of legislation. After all, its purpose is supposed to be to unify 27 national regulations into a universal set of rules, but due to the flexibility left to the Member States, gold plating and differences in national implementations, and many other reasons, the complexity of legislation is increasing. In sectors where it has been relatively easy to harmonize the rules, this has often already happened. What remains are areas where the political will for radical change is increasingly lacking, and countries are often reluctant because of various national specificities. Unfortunately, the Czech Republic is among them in some key areas, despite being an open economy, vitally dependent on the EU's internal market.
However, I fear that the debate often comes down to reducing reporting obligations. It would be great if the Commission could actually achieve this ambition, but it is not enough.
