RECOMMENDATION: National Convention on EU Affairs: Reform of the bussiness with emission license EU ETS
We bring you a summary and recommendations resulting from the National Convention on the EU on Emission License and their Trading, which took place on April 9 in the online environment and of which our institute is a guarantor.
The summary and recommendation resulting from a discussion within a platform National Convention on the EU, which took place on 9 April, were prepared by Kateřina Davidová.
The Convention addressed the expected package of changes in climate and energy legislation, the so-called Fit for 55, to help the European Union implement the newly increased target of reducing greenhouse gas emissions by at least 55% by 2030 (compared to 1990).
In particular, these recommendations were offered:
The Czech government should require the European Commission to prepare an assessment of the impacts of the proposed reforms of the EU ETS on sectors in the EU ETS and outside the EU ETS, at the level of individual Member States.
The Czech Republic should support the extension of the EU ETS to those sectors where uniform carbon charging will bring clear added value. The Czech Republic should thus respond positively to the issue of including the maritime and international aviation sectors in the EU ETS (or to create a parallel system for these sectors). On the contrary, the Czech Republic should be reluctant or negative about including the road transport and building sectors in the EU ETS, as there are more optimal emission reduction tools in these sectors, which the Czech Republic should continue to use.
The Czech Republic should promote such adjustments to the EU ETS system that will lead to a predictable development of the allowance price and thus to the stability of the investment environment.
The carbon offset mechanism at the borders should be set up in accordance with the rules of the World Trade Organization and should support the competitiveness of industry in the Member States and the EU as a whole
