A further problem, also prevalent in WB6 countries is the emergence of government-organized non-governmental organizations (GONGO), enabling a parallel civil society, which undermines the role of civil society in democratization and European integration, furthers the interests of the governments and their proxies and confuses the participants of public debates on key issues.
