Since 2008, Europe has been grappling with one perpetual crisis the other, but the last five years have been particularly challenging. During the COVID crisis, Europe demonstrated its ability to act swiftly and effectively. For instance, legislation on COVID passports was approved at record speed, and within a few weeks, a functional legal framework was established, utilized by millions of Europeans. These times of crisis show that often when there is a will, there is a way.
